This fund was established in 1994 as it met the criteria of the Acheson Challenge. This fund was established to support human services as determined by the Community Foundation.

In 2005, the Thomas K. Smith Fund helped support a Scouting Program. The program focused on low income students attending Cleveland, Wilson, Harrison and PH South High Schools.This fund has also provided funding to support Mobile Food Pantry deliveries.
